The SSHCP is managed by a joint powers authority called the South Sacramento Conservation Agency (SSCA). Membership in the agency includes Sacramento County, the City of Galt and the City of Rancho Cordova as land use authority permittees. Kim Hudson serves as SSCA exeutive director.
To streamline permitting processes all of the plan partners and the SSCA will be permittees on state and federal Incidental Take Permits, and can use those permits to implement their own covered activities. The SSCA can also extend incidental take coverage to covered activities proposed by other participating entities. The SSCA will hold title to conservation easements and, in limited cases, title to preserved lands. It also will oversee cooperative agreements with other entities that own and/or manage preserves or conservation easements as part of the SSHCP Preserve System, and will contract with organizations for preserve management and monitoring.
The SSCA structure includes a Governing Board, implementation committee, and executive director and staff. The Governing Board includes elected-official representatives of the three land use authority permittees – Sacramento County, City of Galt and City of Rancho Cordova – and is responsible for:
establishing or modifying fees,
hiring the executive director, and
approving the agency’s annual report and budget.
The implementation committee will assist the executive director with plan implementation and include a representative from each plan permittee (Sacramento County, City of Galt, City of Rancho Cordova, Sacramento County Water Agency, Capital SouthEast Connector JPA and SSCA).
